A shuttle driver for America’s Best Value Inn, along with a passenger, found the front desk clerk shot in the lobby. Around 11:15 p.m. police and medics arrived, provided CPR to the victim and transported him to Harborview Hospital. The 41-year old man from Spanaway died from his injuries. King County Sheriff’s Detectives will be flying to Ohio to continue the investigation. The suspect will eventually be extradited back to Washington to face charges. </p> <p> </p> <p><strong>Officer-involved shooting in Normandy Park sends one to hospital</strong></p> <p>Around 5 a.m. June 22 an adult male subject was shot in the shoulder by a Normandy Park Police officer following a traffic stop in the 21600 block of 6th Ave South.</p> <p>Normandy Park police say that the suspect showed a handgun, and their officer fired his weapon striking the suspect.</p> <p>The suspect was taken to Harborview Medical Center in Seattle</p> <p>Police said later the suspect is a 35-year old male who has since been released from the hospital and was booked into the King County Jail for investigation of Felony assault and felony harassment.</p> <p> </p> <p><strong>Des Moines Police assisted in pursuit</strong></p> <p>DMPD units assisted in a pursuit to catch a suspect wanted in a homicide on June 19. They took the suspect into custody after executing a successful PIT maneuver. For the past year and a half, Jerry Gay has taken front page photos for the BNT, capturing the image of many of our community members. At the end of July, Jerry left the BNT and is now pursuing the next stage in his life. We included some of his more memorable Ballard photos in a slideshow; you can view them either by clicking the main photo above or the thumbnails below.</em></p> <p>Former Highline Times freelance photographer Jerry Gay is forever linked with Burien by one photographic image snapped 39 years ago.<br /><section id="block-dfptaginstory1" class="block block-dfp block-dfp-ad0c2b0d0c-4c45-4f20-83e6-487dd8f8f167 clearfix"><div id="js-dfp-tag-in_story_1"> <script type="text/javascript"> <!--//--><![CDATA[// ><!-- if (typeof googletag !== "undefined") { googletag.cmd.push(function() { googletag.display('js-dfp-tag-in_story_1'); }); } //--><!]]> </script></div> </section></p> <p>It’s a photo of four exhausted volunteer firefighters resting after battling an early morning blaze at Burien’s Three Tree Point.</p> <p>It won Gay the Pulitzer Prize for news photography in 1975.</p> <p>He’s told the story a million times.</p> <p>“I was on the early morning shift at The Seattle Times,” Gay told me. “Jim Heckman, the picture editor, said not much was going on but there had been a house fire in Burien overnight. If something else more important came up, he’d call me on the radio.”</p> <p>The call didn’t come. At the scene, Gay spotted the four firefighters with their helmets removed. He took the “tired warrior” shot.</p> <p>He then realized the four guys were volunteers who had been up all night battling the blaze. They were now contemplating having to go home, shower, and go on to their regular day jobs.<br /> This was the Vietnam War era. The shot resembled a war scene so his editors dubbed the shot, “Lull in the Battle.”</p> <p>At contest-submitting time, Gay was reviewing photos in the dark room when around 2 a.m. he looked at the Burien photo and heard a voice tell him, “This would be a good Pulitzer.” No one else was around.</p> <p>His photo editor signed off on his various contest entries without realizing one of them was going off to the Pulitzer committee.</p> <p>The Seattle Times has won several Pulitzers lately. But back then the Times had not won a Pulitzer since the 1950s. Gay’s was the second one ever for the Times. It was a big deal, especially for a guy in his late 20s.</p> <p>“It opened doors,” Gay admitted. “I became well known.”</p> <p>The Pulitzer wasn’t the only memorable moment in Gay’s Times career.</p> <p>As he was driving to a photographer’s convention in Colorado, the Times asked him to stop by a local prison. Colorado authorities had detained a Washington native named Ted Bundy. Times editors were wondering if Bundy might be some how connected to the mysterious ‘Ted” who kept cropping up as detectives investigated a series of murders of young women in the Northwest.</p> <p>Gay was locked in Bundy’s cell for three hours. They chatted and Bundy studied legal papers involved with his case as Gay photographed him.</p> <p>FBI agents visited Gay about three weeks later. They told him not to leave town without notifying them.</p> <p>Bundy had escaped his Colorado cell. Authorities didn’t know how. What they did know was that some guy had taken a camera case into Bundy’s cell and had been alone with him for three hours.</p> <p>Bundy was caught in Florida where he was eventually executed. Gay could travel freely again.</p> <p>To Gay, Ted was not the most intriguing member of the Bundy family. Gay took some rather nice photos of Bundy down to his parents’ home in Tacoma. He introduced himself to Bundy’s stepfather—the only father figure Bundy had known—and they talked at the kitchen table.</p> <p>Gay recalls that all of a sudden the front door flew open and Bundy’s mother started spewing obscenities at him. Gay tried to explain that her husband had invited him in. Gay turned and glimpsed Bundy’s stepfather fleeing down the hall.</p> <p>“That little voice came to me again, explaining why Ted might have had a problem relating to women,” Gay said. “I‘m not judging--just analyzing.”</p> <p>The Pulitzer was not Gay’s one-hit wonder.</p> <p>The National Press Photographers Association named Gay regional Photographer of the Year four years in a row in the mid-’70s. He served a one-year term as the association’s national president.</p> <p>Gay hired on at major newspapers across the country including the Los Angeles Times, New York’s Newsday, the St. Paul Pioneer Press and the Maui News. I don’t know if the Maui News is ranked in the major leagues but it’s a great gig.</p> <p>More recently, Gay took to the back roads of the nation on three consecutive summer cross-country trips “searching for the heart of America.” He drove almost 50,000 miles through the top, middle and bottom tiers of the continental United States taking photos of ordinary people he encountered.</p> <p>From that came a photo book called “Seeing Reality: Humanity, Humility and Humor.” Author Robert Fulghum of “All I Really Need to Know I Learned in Kindergarten” fame got involved in the project by writing the introduction and convincing Gay to remove most of the captions. Without captions, readers are free to interpret the photos in their own way.</p> <p>Gay also produced another small photo book featuring the kids of Roslyn called “Our Road to Peace.”</p> <p>“As kids we played with everyone,” Gay explained. “Then we were taught to just play with just certain friends and that we are all on different teams. I wanted to go back to what it was to be a kid.”</p> <p>Back in the Pulitzer days, I certainly knew about Jerry Gay, but he dropped off my radar after he left the Seattle Times.</p> <p>But, then last summer, I asked our managing editor, Ken Robinson if he could judge a Des Moines Library photo contest for teens.</p> <p>“Jerry Gay will do it,” Ken replied.</p> <p>“Yeah, right and Pete Carroll is coming down to coach the Mt. Rainier High Rams,” I answered.</p> <p>But Gay not only graciously judged the teen contest but also started freelancing for the Highline Times and the Ballard News-Tribune photographing the faces of the community.</p> <p>I got to assign him photo shoots. Even more fun, I tagged along on his shoots. Most importantly to me, I got to become his friend.</p> <p>Now, Jerry is leaving the Highline Times and the Ballard News-Tribune and moving on to yet another new stage in his eventful life.</p> <p>Jerry is not that interested in this Greatest Hits version of his life. Now he’s focused on sharing with audiences what he learned during his remarkable journey.</p> <p>Jerry explains, “Our paradigm shift has now evolved to teach each of us by realization that we are one thought in the mind of God. calling for an end to the 80-day dry spell that has been in place in the Puget Sound area.</p> <p>No significant rain has fallen since July 20 and that can have an impact on both the overhead and underground electrical systems. 
</p> <p>"What we are seeing is the possibility of outages due to a couple of issues,” says City Light Systems Control Director Pawel Krupa. “For overhead power lines, summer can bring a buildup of dust. When it rains after a long dry spell, that dust gets wet and can cause electricity leakage or short circuits.<br /><section id="block-dfptaginstory3" class="block block-dfp block-dfp-ad00111ef1-570c-4321-95fd-848618206993 clearfix"><div id="js-dfp-tag-in_story_3"> <script type="text/javascript"> <!--//--><![CDATA[// ><!-- if (typeof googletag !== "undefined") { googletag.cmd.push(function() { googletag.display('js-dfp-tag-in_story_3'); }); } //--><!]]> </script></div> </section></p> <p>“You might hear a buzzing sound when this starts to happen. That sound is the coating of the insulators burning off. When the coating is gone, a short circuit happens, creating an outage. A heavier rain will wash away the dirt and dust better.</p> <p>“The same is true in our underground system. Underground power lines are insulated and designed to float in water that fills the concrete vaults, but over time the insulation becomes brittle. As temperatures begin to drop and with shorter daylight hours, demand for power increases. The increased flow of electricity puts more stress on the cable, increasing the risk of failure. If the insulation on an underground cable cracks, any water in the vault will cause a short,” adds Krupa.</p> <p>Another problem with the coming rains – leaves are still on the trees. Many of the leaves and branches are very dry and the ground has been very dry. A significant amount of wind and rain will bring leaves and branches down – and possibly could affect the shallow-root evergreen trees that are prevalent in the northwest. This could mean trees and branches falling into the power lines.</p> <p>“Even though City Light will do more than 625 miles of power line trimming this year, we can’t protect against every falling tree,” says Brent Schmidt, manager of the utility’s Vegetation Management program. “We would like to know when there are conflicts between trees and wires, especially if there is any arcing or sparking.”</p> <p>Customers are asked to call the utility at 386-1733 or look at our website <a href="http://www.seattle.gov/light/vegetation">www.seattle.gov/light/vegetation</a> if they need more information.<br /> 
<br /> The utility encourages everyone to be ready if there is an outage. One important step residents can take is to put together an emergency preparedness kit. City Light also reminds customers to be safe. Downed lines can be dangerous.</p> <p>Here’s what customers can do if they experience a power outage:
</p> <p> Do not go near any downed wire. Wires should always be assumed to be "live" and dangerous. If someone seeks a downed wire, they should call (206) 684-3000;</p> <p> Do not use a barbecue grill or generator inside the house or in a garage that is attached to the house. Do not use a grill or generator near a home air intake vent or near windows;</p> <p> Do not use fossil fuel burning auxiliary heating sources;</p> <p> Know how to manually override electric garage doors, security doors and gates;</p> <p> Have a land line phone or fully charged cell phone available -- cordless phones won’t work when the power is out;</p> <p> Make sure City Light has your home phone number and your cell phone number to ensure the system recognizes your telephone number if you call in to report an outage. Update your account information; 
</p> <p> Unplug electrical appliances if the power goes out so that when the power comes back on, there won’t be a surge that could damage sensitive electronic equipment;
</p> <p> Use battery-powered flashlights - not candles or oil lamps</p> <p> Close doors, windows, curtains, and unused fireplace dampers to retain heat if there is an outage.</p> <p>A reminder that you can now track power outages on your mobile phone if you have Internet access. In fact, through annexation, Burien surpassed the population of Olympia, which sports a daily newspaper.</p> <p><strong>As usual, the rankings are somewhat arbitrary. Feel free to cut and paste in order to create your own personal top ten.</strong></p> <p><strong>1. </strong>To avoid foreclosure, Burien Town Square developer Urban Partners hands over ownership to a division of its loan lender.<br /> Urban Partners will manage the project. It'll take longer than hoped to get it all straightened out, but there are businesses and people waiting to move in when the price is right. Kudos to pioneer resident Renna Pierce who cheerfully reports it is "a wonderful place to live."<br /> Meanwhile, city of Burien staffers would love to have the tax revenues and the downtown vibrancy from a full Town Square. But the city seems to be running well without it. I guess I was wrong about the crafty developers suckering naive lawmakers into a deal that privatized the profit and socialized the risk.</p> <p><strong>2. </strong>Three Tree Point and Lake Burien residents organized, hired attorneys, and packed public meetings to get a Shoreline Management Plan they could live with.<br /> They got the continuation of a 20-foot setback requirement but the state Department of Ecology, which has to approve Burien's plan, seems skeptical. It took Des Moines three tries before its plan was OK'd. Hold on, the fat lady hasn't sung yet.<br /> Proximity to waterfront is a great asset around here and well worth fighting to protect. Public participation in our government is a good idea. But. I just wish we could get the voices of our non Gold Coast residents heard more often, too.</p> <p><strong>3.</strong> Battles between two factions intensify in SeaTac<br /> We don't want Burien to hog all the highest spots.<br /> Two new council members often teamed with Deputy Mayor Gene Fisher but were outvoted by the four lawmakers sometimes dubbed as the "Angle Lake Democrats."<br /> In November, four seats are up for grabs, including one expected open seat. Also, an elected-mayor proposition most likely will be on the ballot. Last time, it lost by nine votes and the proponents feel King County Elections cheated them out of a victory. Expect an epic election battle for SeaTac's soul.<br /> The new Wally Park park-n' fly garage at International Boulevard and South 188th Street is an example of SeaTac's new direction. Under ex-planning director Steve Butler, who departed for Mill Creek after his department was slated to be merged with others, the idea was to have a landscaped low-rise retail development back from the highway with a parking garage tucked discreetly behind. What eventually got built is a giant garage that takes up most of the parcel with retail spaces crammed along the sidewalk. Kind of ugly, but a financially viable private parking structure finally got built in SeaTac.</p> <p><strong>4. </strong>Burien takes on the southern portion of North Highline and endures business closures but emerges in pretty good financial shape.<br /> Guess those gloom-and-doom petitioners were wrong that annexing North Highline would bankrupt the city. White Center may be more of a financial challenge. So far, both Burien and Seattle have backed away from annexing the rest of North Highline because of the cost.<br /> At one point during 2010, half of Burien's six new car dealerships had either closed or began selling only used vehicles. Car Pros brought back the Nissan franchise but Auto Row, Burien's largest sales tax revenue source, is still struggling.<br /> But Burien lawmakers passed a budget without breaking a sweat, unlike surrounding cities. With a population of 41,500, Burien has 16,500 more residents than SeaTac but a lot fewer city workers and has been prudent in its finances.</p> <p><strong>5. </strong>Rosie, a Newfoundland dog, is shot and killed by Des Moines police officers.<br /> People are divided about the importance of this story. But happening around the same time that a Seattle police officer shot and killed a homeless man, the story has resonated with hordes of people, especially Newfoundland dog owners.<br /> Anything on our website about Rosie-new stories, old stories, letters-brings a flood of responses from around the country.</p> <p><strong>6.</strong> The Highline School District faces multiple challenges, including the firing of a substitute stadium manager for conducting physical exams without the proper credentials. The district and Evergreen High athletic directors are reassigned after an investigation of the district's athletic program.<br /> Wow, what a nightmare for a school district already struggling with low student academic achievement. A well-respected athletic director was hired full time to tighten up the sports program.<br /> Cascade and Chinook Middle schools also received a large federal grant to transform the schools. Hopefully, lessons learned at the two schools can be applied to Highline's other struggling schools. Board member Susan Goding is taunting the superintendent to make even more radical reforms but is not getting support from her board colleagues.<br /> The district is facing a black hole in funding from the state. Highline administrators have decided the economic time is still not right to press on with the capital plan that needs voter-approved bonds to finance reconstruction of secondary schools. A lot will be riding on February's programs levy election.</p> <p><strong>7. </strong>Des Moines' budget problems continue<br /> Des Moines has a beautiful marina and beach town business district, not to mention great potential along Pacific Highway South. But it doesn't have SeaTac's airport parking lots, Tukwila's Southcenter or Burien's car dealerships to generate tax revenues.<br /> Also many residents of its Sound view, hilly neighborhoods can still count the rivets on the planes as they fly low overhead. That doesn't do much for property tax revenues.</p> <p><strong>8.</strong> Normandy Park's federal-stimulus funded First Avenue construction project proves not to be shovel ready<br /> Disputes between the city and contractor kept the project near South 200th Street going way past the expected completion date and inconvenienced drivers and businesses at the Normandy Park Towne Center.<br /> Meanwhile, around Normandy Park's other shopping area, city officials are planning a Manhattan Village zoning plan that will encourage multi-family housing in the area. This Manhattan project should not be confused with the nation's secret World War II plan to build an atomic bomb but it has caused some residents to blow up over it. Looking at the bright side, you can now get a Normandy Park single family home with an indoor swimming pool in the targeted area for $240,000.<br /> Or another way to look at it is the guardians of the state Growth Management Act designate a future population figure for all cities, including Normandy Park. You can stick the extra people in town homes over on First Avenue or subdivide the leafy half-acres in the interior.</p> <p><strong>9.</strong> Highline Medical Center opens a new state-of-the art Emergency Room and patient care unit.<br /> It looks like health care will be one of the few booming industries of the future. You can't offshore emergency hospital visits.</p> <p><strong>10. </strong>The Port of Seattle renovates its second runway and continues work on new Part 150 noise study.<br /> It would have been hard to imagine a few years ago that a Sea-Tac airport story would barely make the top ten. For more than 55,000 low-income students growing up in Burien, Des Moines, Federal Way, SeaTac, Tukwila and other south county communities, education results are shockingly poor, according to center officials.<br /> "Demographics should not determine the destiny of the children in this region," said Mary Jean Ryan, executive director of the non-profit organization charged with staffing the project. "The greater Seattle region has one of the best educated workforces in the nation. We import highly educated talent from around the globe yet struggle to provide a solid education for the children in our own backyard. The children who grow up here deserve as good of an education as the people who show up here. We are committed to nothing less than closing the unacceptable achievement gaps and making improvements everywhere along a student's path from cradle to college and career."<br /> This region of King County is home to 70 percent of the county's low-income students, 58 percent of the county's students of color and 69 percent of the county's English Language Learner students.<br /> Currently, more than 50 percent of Washington's children are not ready to succeed when they enter kindergarten. Nearly 43 percent of low-income students in the Road Map region do not meet the standard on third-grade reading and 67 percent do not meet the standard for seventh-grade math. Only 27 percent of all students in the Road Map region complete a college degree or career credential and that drops to only about 10 percent for Black, Hispanic and Native American students.<br /> The goal of the Road Map is to close the achievement gaps and double the number of students in South Seattle and South King County who are on track to graduate from college or earn a career credential by 2020. It is projected that by 2018, more than 67 percent of jobs in Washington will require a college degree or career credential.<br /> "We urgently need to improve education results in South King County, and that will only be possible with a strong strategic framework," said King County Executive Dow Constantine. "The Road Map for Education Results establishes the groundwork to make this vision a reality in our county's schools. I applaud this ambitious, collaborative effort that will put us on track to deliver quality education to all of our students."<br /> At a time when the economy is struggling, and budget woes and partisan bickering fill the news the Road Map project brings together a broad coalition to focus on education results that will help boost the region's economy and fight poverty, the center officials noted.<br /> Hundreds of community leaders, elected officials and national and local education advocates are participating in the project launch.<br /> The project is supported by an array of people and organizations across the region. The King County Executive, area school district superintendents, mayors, community college presidents, and numerous non-profits from South Seattle and South King County who have come together to realize the power of collective impact and have already begun to align efforts and activities with the Road Map.<br /> No single organization, however innovative or powerful, can accomplish our region's education needs alone, according to the officials. Hence the need and support for the Road Map project.<br /> The Road Map project participants have begun to identify programs and innovations that are already making a positive difference and will build on those successes by strengthening and broadening them. The project adds value by building strong public awareness of the urgent need to improve education results and by creating a strong strategic framework for improved collective impact.<br /> The participants noted the power of collective impact is a critical part of the solution. Performance indicators have been collectively identified to create a focused set of goals for each step in a child's education pathway that will be measured in the same way. A full list of Road Map measures and related footnotes are available at the Community Center for Education Results web site.<br /> "The Road Map Project is a great way for systems and institutions to connect with community in a relational way that gives 'life' to the data that can drive our education system to change while putting parents, families and communities in the drivers' seat," said Sili Mana'o-Savusa, Family Center coordinator for Southwest Youth &amp; Family Services and Highline School District board vice president.<br /> The focus will now turn to organizing for action carried out by players, both inside and outside education, at the regional and neighborhood levels. Joe McDermott is seeking the County Council seat held by Dow Constantine before he was elected County Executive. McDermott currently represents the 34th district in the state senate.</p> <p>Diana Toledo, a former county enforcement coordinator, animal cruelty investigator and licensing supervisor, opposes him. She characterizes herself as a whistleblower.</p> <p>In the 34th District two young Democrats are running against each other for the state House of Representatives post held by Sharon Nelson. Nelson is running unopposed for McDermott's Senate seat.<br /> Joe Fitzgibbon is currently the legislative assistant to Nelson and has also served as a King County Council legislative aide. He is also chair of the Burien Planning Commission.</p> <p>Mike Heavey from West Seattle is currently a King County Council director of outreach and constituents services.<br /> In the race for the other 34th District House seat, Ray Carter, who states he "reluctantly prefers Republican Party," is challenging Rep. Eileen L. Cody, a Democrat.</p> <p>Cody, a Group Health Cooperative registered nurse for the past 32 years, has served in the state Legislature since 1994.</p> <p>Carter has worked as a security officer, clerk, customer tech support person, writer/editor and electric vehicle salesman. He also co-chaired '96 Seattle Pride.</p> <p>Judicial contests often fly under the radar, but a race for Position 2 on the Southwest county District Court is generating some heat.</p> <p>Assistant Des Moines City Attorney Susan Mahoney is taking on incumbent Judge Judith R. Eiler. Mahoney notes Eiler has been sanctioned twice by the state Judicial Conduct Commission for rude behavior toward defendants.</p> <p>Eiler calls herself "a tough, no nonsense judge." She has been a District Court judge for 18 years.<br /> Eiler has served as president, vice president, secretary, and treasurer of the South King County Bar Association while Mahoney has served as a judge pro-tem.</p> <p>David M. Christie, Vicki M. Seitz, D. Mark Eide and Elizabeth D. Stephenson are running unopposed for Southwest District Court seats.</p> <p>In the 33rd Legislative District, Republican Jack Michalek is challenging state Sen. Karen Keiser, a Democrat.<br /> Keiser entered the state House in 1996 and moved to the Senate in 2001. She is also a former journalist and communications director.</p> <p>Michalek worked for 18 years at Continental Airlines before beginning an international air cargo chartering company and cargo sales consulting business.</p> <p>Incumbent state representatives Tina Orwall and Dave Upthegrove are running unopposed.<br /> In the 11th Legislative District, state Rep. Zack Hudgins, a Democrat, is running against Sarah Sanoy-Wright, who states no party preference.</p> <p>Hudgins was first elected to the House in 2002. He has also worked at Amazon.com and United Way of King County.</p> <p>Sanoy-Wright describes herself as an Asian American immigrant who has lived in the United States since 1981.</p> <p>State Rep. Bob Hasegawa and John Potter are running for the other 11th district House position.<br /> Democrat Hasegawa has been a state representatives for six years and has served on labor union boards.<br /> Republican Potter is currently a Para educator and classroom assistant, working primarily with special needs and at risk youth. Private fireworks are now banned in neighborhoods annexed into Burien this year.</p> <p>In Normandy Park, residents may discharge legal fireworks, beginning at noon on June 28th, between 9 a.m. and 11 p.m. On the Fourth, fireworks may be discharged until midnight. Leftover fireworks may be discharged the next day. </p> <p>Residents of unincorporated North Highline may discharge fireworks between 9 a.m. and midnight on July 4. </p> <p>Local fire departments encourage residents to celebrate by attending a public fireworks display.
