- A license is required if the business is used at any time between the hours of 10 p.m. and 6 a.m. hours at a density equal to or in excess of one person per seven square feet.
- Businesses must obtain a special license costing $350 the first year and $300 to renew.
- Nightspots must adhere to their occupancy limits and be responsible for litter and other problems within 50 feet of their premises.
- Nightspots must ensure amplified sound not be "plainly audible" to neighboring residences or businesses, or from public places 75 feet away for a period of 60 seconds or longer.
- Penalties for non-compliance range from fines to suspensions, depending on the gravity of the offense
In addition to the operating standards, the ordinance would:
- Create and maintain a "Nightlife Premises Guideline Handbook" with all current requirements for operating a late-night establishment.
- Designate a city office to serve as a liaison between nightlife premise owners and city departments.
- Provide training opportunities for nightlife premise security personnel by the Seattle Police Department.
- Eliminate the need for individually negotiated good neighbor agreements.
