On the eve of a potential teacher strike that could delay the opening of the school year, Seattle Public Schools (SPS) Superintendent Ben Shuldiner held a high-stakes press conference to detail the district's contingency plans, defend its compensation offers, and explain a controversial proposal for special education reform.

As the Seattle Education Association (SEA) prepares to walk out if an agreement is not reached by Wednesday, Shuldiner sought to reassure families while delivering a blunt assessment of the district's financial constraints.

"At the end of the day, the 50,000 children of the Seattle public schools are my responsibility, and we're going to do whatever it takes to make sure that we will do what we can to support our kids," Shuldiner said.

Bracing for a Strike: Meals and Childcare

If the SEA proceeds with its strike, SPS has established baseline emergency services to support families. Shuldiner confirmed that the district will provide meals and maintain partnerships with school-based nonprofits to offer before- and after-school childcare.

"If there is a strike, uh, we will have, uh, food and meals planned for our children," Shuldiner stated. "If there are nonprofits or other folks that work within our schools, we're going to continue to have those, um, organizations there and open."

Shuldiner added that school doors and arms would remain open to anyone wishing to work, noting that the district would not lock staff out. "We are not the NFL owners. We do not lock people out. We want people to work. Our doors will be open, our arms will be open, we will be serving food. If people want to come to school and work, we would love that," he said.

The Financial Core: A $1.35 Billion Budget and a "Broke" District

At the center of the dispute are wages and the district's long-term fiscal solvency. Shuldiner detailed a contract offer of an 8.8% salary increase over three years for teachers, which he described as a "good and fair offer." He noted that this raise would sit on top of the district's standard experience-based "step increases," which average about 4% per step annually for educators in their first 15 years.

However, Shuldiner warned that the district cannot afford further financial concessions without risking complete collapse.

"As everybody knows, we're broke, and so we have to be really thoughtful around how we can spend the money, uh, that we do have," Shuldiner told reporters. He explained that while SPS operates on a $1.35 billion budget, "almost all that money is kind of already earmarked."

The district is currently facing a $40 million budget deficit, which is effectively $27 million once $13 million in earmarked funds are accounted for. Shuldiner warned that unless major systemic changes are made, the district is projected to go insolvent by the 2028-29 school year, having staved off crossing that "Rubicon" by only a single year.

The Olympia Funding Gap

A key point of contention is how state funding translates to high-cost districts like Seattle. Shuldiner pointed out that the state’s funding formula, which determines the Inflationary Price Deflator (IPD) pass-through, fails to cover Seattle's actual labor costs.

"The way that schools are funded is that we are funded on a formula that is based by the state... but that formula is based on their numbers and not our numbers," Shuldiner explained. Because Seattle's cost of living and teacher salaries are significantly higher than the state's "prototypical model," SPS suffers from what Shuldiner called an "effective IPD" gap.

"What we actually get is effective IPD—we get about two-thirds of what the state gives us in terms of percentage," Shuldiner revealed, highlighting why local funding must stretch further.

Special Education: Shifting from "Place" to "Service"

The negotiations have also clashed over special education structural reforms. Shuldiner defended the district's vision of transitioning special education from a physical location-bound model to a flexible service model.

"This district has thought of students, uh, with IEPs and other service needs, is that we've thought of it as a place and not a service," Shuldiner said. "And that's not the way to think about it."

A district equity analysis revealed that under the current system, students of color and students in South Seattle are disproportionately forced to transfer away from their neighborhood schools because services are not offered locally. Shuldiner's proposed reform aims to allow more students to remain in their neighborhood schools while receiving services.

The union has raised serious concerns that this transition is a disguised cost-cutting measure that will reduce full-time equivalent (FTE) staffing. Shuldiner acknowledged these anxieties as "super valid" but clarified that the district is trying to shift positions to where they are needed most.

"What we're trying to say is we got to look at the need of the child. So if there's a need that to have an extra support or an extra person, we want to provide that. But in order to do that, you have to reduce from someplace else," Shuldiner said. "There's no question that we are trying to figure out how to be more effective and more efficient. We're not trying to, you know, balance the books on the backs of children. What we're trying to do is make sure that we're solvent in a way that is actually serving our children."

The district is currently on Version 4 of its special education proposal, which has been adjusted to add more staffing support and change ratios in response to union feedback.

"Eternal Optimist" Turns to State Mediator

To break the deadlock, the district called the Public Employment Relations Commission (PERC) on Saturday night. A state-appointed mediator arrived Sunday morning and has been facilitating intensive discussions since.

Shuldiner, who described himself as an "eternal optimist," said he remains hopeful that school will open on schedule on Wednesday.

"I really believe that SEA, SPS, the community, the city care deeply about getting schools open," Shuldiner said. "But as the superintendent, you hope for the best and you plan for the worst."

If no deal is reached by 11:59 on Tuesday night, the strike will proceed.
