The boat abandoned at Don Armeni set to be removed

Seattle Parks and Recreation has posted a notice on the boat that was the subject of so much speculation following its sinking at the Don Armeni boat launch a few weeks ago. Westside Seattle has followed the story from the beginning. The trailer was recovered by its owner after seeing our story re-posted on a boating blog, but that left the boat on its own, in the parking lot. Subsequently it became an attraction for vandals who entered the boat and damaged it further.

The process of removing the boat remains a question and we have an email inquiry out seeking information on the plan and timing for the removal.

NOTICE OF INTENT TO OBTAIN CUSTODY
VESSEL "Gooey" with Washington Registration #WN 7911 RH
Seattle Parks and Recreation declared the vessel "Gooey" with Washington Registration # WN 7911 RH, as abandoned. The vessel is a 30 foot recreational craft located at 1222 Harbor Ave SW (Don Armeni Boat Ramp Washington, King County.
Seattle Parks and Recreation, acting as an authorized public entity with the authority granted in RCW 79.100, in take custody of the vessel on October 3, 2025. After taking custody of the vessel, Seattle Parks and Recreation r dispose of it without further notice to the owner.
In order to keep the vessel, before the Custody Date, the owner must:
• Move it to an anchorage area, moorage facility, or storage location that authorizes the vessel.
If the owner wants to reclaim the vessel after Seattle Parks and Recreation has custody, or wants to challenge Seat Parks and Recreation's decision to take custody, the owner must file a written appeal with the Pollution Control H Board (PCHB) and serve a copy on Seattle Parks and Recreation. The appeal must include the following information:
- A copy of this notice or a copy of the notification letter to the owner.
- Your name and address (mailing and legal, if different and, if applicable, the name and address of your representative
- A daytime phone number.
- A brief statement why you are appealing.
A statement of what you want the Pollution Control Hearings Board to do.
Your signature or that of your representative. This signature certifies that the content of the appeal is true.

The owner may submit the appeal immediately, but the PCHB must receive it no later than November 3, 2025. The owner waives the right to a hearing if the PCHB does not receive an appeal on or before the Appeal Date. The owner is then liable for any costs incurred by Seattle Parks and Recreation in responding to the vessel.
These costs may include all administrative costs incurred by Seattle Parks and Recreation, removal and disposal costs, and costs associated with environmental damages directly or indirectly caused by the vessel. If there is a lawsuit, the successful party may receive reasonable attorneys' fees and costs.
Seattle Parks and Recreation also may pursue any other remedies available under law. For example, Seattle Parks and Recreation may take temporary possession of the vessel under the circumstances described in the Revised Code of Washington (RCW) 79.100.040(3).
