Dark highways and unmet justice: How Seattle is fighting back as Washington becomes #1 for copper theft

Drivers crossing the West Seattle Bridge continue to travel past darkened spans where 71 major streetlights were knocked out after thieves systematically pried open curbside hand-holes and severed underground power feeds. Even after a high-profile police operation caught suspect Gregory Wayne Galitzeck on the bridge dressed in high-visibility gear with heavy-duty wire cutters and 400 feet of stolen copper wire, he has not been convicted. Despite facing felony charges of First-Degree Malicious Mischief, First-Degree Theft, and First-Degree Criminal Impersonation, Galitzeck—who claimed to be a Seattle City Light worker fixing a "snag"—was released on personal recognizance, missed his arraignment, and remains at large under a $5,050 bench warrant. He remains at large.
The West Seattle blackout highlights a statewide crisis: Washington currently ranks as the #1 state in the nation for copper wire theft incidents.
In Seattle alone, Seattle City Light (SCL) deals with over 40 major streetlight copper theft incidents annually, costing ratepayers more than $1 million per year. Meanwhile, the Washington State Department of Transportation (WSDOT) logged over 30 major highway wire thefts in the Seattle metro area within a single six-month span, expending over $500,000 and 1,200 worker hours on repairs. Public works officials emphasize a staggering "100:1 damage multiplier": for every $1,000 in raw scrap copper a thief extracts, public utilities incur $50,000 to $100,000 in structural repairs, lane closures, conduit replacement, and labor.
Seattle’s Defense Strategy & Inter-Agency Repair Response
To combat this widespread infrastructure destruction, Seattle municipal agencies and King County enforcement bodies are executing a multi-pronged defense and restoration strategy:
- Utility Leadership & Ramp Closures for Restoration: Seattle City Light is serving as the lead agency on the restoration project and is actively coordinating with SDOT. Because the repair work involves multiple segments of the complex lighting system, staging the equipment will require shutting down access to on- and off-ramps near SR 99 and 1st Ave. The necessary Traffic Control Plans are currently in active development and may already be under review by Traffic Operations.
- Material Substitution: SCL and SDOT are replacing pure copper cables on long underground runs with aluminum or alloy conductors, which yield minimal scrap value. For transformer grounding and substation risers, SCL has transitioned to copper-clad steel wire, which is extremely difficult to cut with hand tools and offers virtually zero scrap value at recycling yards.
- Physical & Engineering Hardening: On high-vulnerability corridors like the West Seattle Bridge and Spokane Street Viaduct, SCL and SDOT are welding junction box covers shut, installing internal mechanical locks, and encasing conduit runs in concrete so wire cannot be extracted. Sound Transit has similarly added physical barriers and reinforced junction boxes along light rail track corridors.
- Targeted Prosecution & Impersonation Enforcement: Because thieves routinely wear high-visibility vests or drive utility vehicles to blend in while stripping wires in broad daylight, Seattle Police (SPD) and the King County Prosecuting Attorney’s Office are filing Class B and C felony charges. These include First-Degree Malicious Mischief (carrying up to 10 years in prison) and Criminal Impersonation. Joint inter-agency monitoring protocols between SPD, SCL, Sound Transit, and prosecutors have also increased security patrols in target zones.
Prevention and Legal Frameworks in Other Municipalities
Across the country, U.S. cities facing similar challenges are deploying physical, smart electrical, and legislative tactics to deter theft and shut down illegal resale channels:
- Visual Deterrence & Structural Access Barriers: Cities such as Saint Paul and Philadelphia are also replacing copper runs with aluminum wiring and stenciling access covers with warnings like "ALUMINUM WIRING — NO COPPER" to turn thieves away before they break into poles. Other cities deploy hardened steel covers, specialized puck locks, elevated access panels raised 10 to 15 feet off the ground, or internal foundation shear clamps (such as CHANCE Anti-Theft Foundations) that snap wire locally if pulled rather than allowing hundreds of feet of cable to be extracted.
- 24/7 Live Lines & Smart Sensors: Some jurisdictions keep streetlight circuits continuously energized day and night at 120V to 480V, creating an extreme electrocution hazard for unauthorized cutting. Others equip light poles with smart Power Line Communication (PLC) continuity sensors that monitor electrical connections 24/7 and send real-time alerts to police the moment a cable line is cut.
- Off-Grid Solar Conversion: To eliminate underground copper conduit entirely along high-theft corridors and parks, cities are installing standalone solar LED fixtures that generate and store power directly at the top of the pole.
- Supply-Chain Regulation & Enforcement Task Forces: Recognizing that theft thrives on cash resale, states and cities are targeting scrap yards. Minnesota passed statewide legislation mandating state licensing for recyclers, banning cash payouts, requiring photo ID, and prohibiting purchases of stamped utility wire. Los Angeles established a dedicated Copper Wire Task Force to audit scrap yards, while Saint Paul developed community surveillance programs like "Camera Watch". Drawing on these models, Washington state and local officials are currently lobbying the state legislature to pass laws requiring scrap yards to log photos of copper purchases, record seller IDs, upload transactions to a searchable law enforcement database, and eliminate immediate cash payouts for utility wire.
